I agree 100% what you said which is the 700c gives width in mm and 28″ 29″ tires with all having the same diameter rim give there width in inches that doesn’t mean the they are 28″ or 29″ wide at its the width specific to the 28″or 29″ bike tire.

One might interpret the second half of the sentence as further elaboration on width rather than a parallel statement about 28 and 29 in tires having similar width callout, but in inches.
As a professional writer you may strive to communicate in a manner that people do not have to read so carefully to understand what you are saying. I work in software design and it was a revelatory experience for me to understand the design thinking mentality and that the product design should work for the user, rather than blame the user for some lack of skill or understanding if they struggle with the design.
The current sentence could be clarified (though it would less concise) if you said “The designation “700” is followed by the tyre width in mm and the designations “28” and “29” are followed by the width in inches.
